La nueva normativa respaldada por todos los grupos políticos permitirá aumentar la edificabilidad sin modificar el PGOU
El Pleno del Ayuntamiento de Lucena, en sesión ordinaria del mes de agosto, ha aprobado por unanimidad la propuesta de aplicación del Decreto-Ley 1/2025, de 24 de febrero, en materia de suelo para la promoción de vivienda protegida en Andalucía. Esta medida, elevada por la Delegación de Urbanismo y Promoción Local, permitirá poner en marcha diversas actuaciones excepcionales en todo el suelo urbano del municipio, con el objetivo de ampliar la oferta de vivienda asequible, especialmente en régimen de alquiler.
Entre las principales medidas aprobadas se encuentra la posibilidad de destinar a uso residencial protegido aquellas parcelas y edificios actualmente calificados para oficinas, alojamientos turísticos o equipamientos comunitarios sin uso específico. Esta actuación no requerirá modificar el planeamiento urbanístico vigente, siempre que se cumplan los requisitos establecidos por el Decreto-Ley, lo que agiliza significativamente los procesos de promoción.
También se permitirá incrementar hasta un 20% la densidad de viviendas —y hasta un 10% la edificabilidad en suelos sin edificar— en todo el suelo urbano calificado como residencial, siempre que se destinen en su totalidad a viviendas sujetas a algún régimen de protección. El acuerdo fija un plazo de dos años desde su adopción para solicitar licencias de obra, y tres años para ejecutar las promociones una vez obtenida la licencia.
Durante el turno de intervenciones, el portavoz de IU, Miguel Villa, destacó el compromiso de la corporación en el ámbito de la vivienda ratificado con la aprobación de este acuerdo, que representa “un paso importante para contribuir a que nuestros vecinos alivien el problema tan grave que supone el acceso a la vivienda”.
